Build me a web app for selling lotería de animalitos at a ticket booth, with two types of users, one for the taquilla staff and one for the admin.

The taquilla user should be able to sell tickets, check the results of the draws, see registered tickets and winning tickets, and mark a winning ticket as paid. The admin should be able to do everything the taquilla user can do, plus create draws by hour, manage the booth users, and register the winning animal for each draw.

I also need it to work with ticket printing from the booth, and if that requires a small local helper on Windows, include that setup too.
