Build me a developer platform that lets people define app resources in code, like services, databases, pubsub, object storage, caches, cron jobs, and secrets, then run the whole thing locally with real infrastructure instead of mocks.

I want it to work for both Go and TypeScript apps, with a simple command that starts everything, runs migrations, and gives me a local dashboard with tracing and service calls. It should also be able to compare what the app needs against an environment and provision or update the missing pieces when I deploy, including support for AWS and GCP.

Please make it feel polished for real teams, with preview environments for pull requests, good local developer workflow, and clear docs or examples showing how to declare resources and connect services. If you need to check current docs or implementation details, look them up online first.
