Build me an open source academic journal system that lets a journal run the whole process from submission to publication.

I want authors to submit manuscripts and track their status, editors to assign reviewers, collect review rounds, make decisions, and keep a clear audit trail of everything that happened. After acceptance, it should support production and publication, including article versions, galleys, and DOI integration. There should also be a public side for browsing published content, plus RSS, sitemap, and OAI PMH style discovery pages.

Please make the editor tools and public site feel clean and usable, and set it up so the app can run locally with a database, login, file storage, and email support.
