Build me a simple Windows desktop helper app for Phantom Dust that lets players manage their profile and arsenals more easily. It should only ever connect to the Phantom Dust process, not random programs, and it should work both when the game is open and for offline arsenal editing when possible.

I want users to be able to max out credits and skills, load a profile, save arsenals back into the game, back up arsenals to files, restore and share those files, rename arsenals, change case types, and edit the skills inside an arsenal. Add useful filtering and sorting for skills by things like school, type, range, and stats, with color coding that matches the game. Include support for modded skills and modpacks if that already exists in the project.

Please also include safe backup reminders and clear warnings that this can risk profile data. Keep the app straightforward and practical, with a clean UI for Phantom Dust players rather than something overly complex.
