Build me a small public GitHub project that is basically a clean, curated directory of useful Tor onion services for security researchers, privacy focused users, and people learning about online privacy.

I want the main README to feel trustworthy and easy to scan. It should explain that the list is for legitimate research and privacy resources, that entries are reviewed for safety, and that illegal content is not intentionally linked. Organize the links alphabetically by category with an index at the top, categories like Articles, Directories, Forums, Privacy, and Search Engines. Each entry should have the site name, onion link, short plain English description, and an NSFW yes or no label. Add simple back to index links after each section.

Also add a contribution guide that tells people how to suggest new links, what info to include, and that unsafe or illegal submissions will be rejected. Keep the whole thing lightweight, readable, and professional.
