Build me a plugin package for AI coding agents that teaches them how to work like senior engineers across the whole software lifecycle.

I want it to be for Flowly, with skills that cover the main phases from defining work and planning, all the way through building, testing, reviewing, and shipping. It should also include the Flowly specific commands for those phases, plus a batch command for handling several issues in one run. The commands should connect to Flowly through its MCP setup, use issue IDs as the entry point, and refuse to continue if no issue is provided.
