Reverse engineered prompt

Build me a Python project for forecasting Germany’s electricity demand from ENTSO E data.

I want it to take in either a CSV export from the ENTSO E transparency platform or data pulled through the live API with an API key, then clean it up and build a short term demand forecast at 15 minute resolution. Please include a simple baseline that says tomorrow will look like the same time last week, plus at least one classic time series model and one machine learning approach so the results can be compared fairly.

Make it honest about evaluation, using a proper time based split instead of random train test splitting, and show the main error metrics clearly so I can see whether the smarter models actually beat the baseline. It would be great to have a few notebooks or scripts that make the workflow easy to follow, plus basic docs on how to get the data and run everything. If you need to check current library docs online, feel free to do that.
