Build me a Visual FoxPro utility that can convert FoxPro binary files into editable text and then turn that text back into the original binary again.

I want it to handle the common FoxPro project and object files like SCX, VCX, PJX, FRX, LBX, DBC, DBF, and MNX, and produce the matching text versions in a way that is easy to read and compare in source control. It should work both on single files and whole folders, and it would be great if it can also generate a config template and let me customize the output extensions.

Make it simple to run from the command line, and include a helpful interactive mode so I can choose what to do when I am not sure. If you need to look up current Visual FoxPro details online while building it, go ahead. I also want it to support regenerating the binaries from the text files without losing the original structure.
