Build me a Rust based network monitoring tool called Netwatch that I can run as a single binary or with Docker. I want it to discover devices and network routes on my Linux machine, run ongoing health checks for ping, TCP, DNS, HTTP, and TLS, and show the results through both a simple command line and an HTTP API. It should store data in SQLite, expose Prometheus metrics, and keep track of incidents so alerts are deduplicated and noisy repeats are reduced. Please include a scheduler for recurring checks, topology discovery, drift detection, and a way to export the network map in a few useful formats.
I also want basic notification support, especially for Alertmanager webhooks and Telegram, plus a small set of example configs so I can get it running quickly. Make it production minded, with clean error handling, good tests, and sensible defaults. If you need to, look up current docs online for any Rust libraries or deployment details.
