Build me a self hosted tech radar for the IoT and connectivity space.

I want a public radar page that shows the current technologies grouped in the usual radar style, plus an admin area where I can log in, review new entries, approve them, and manage changes over time. The app should also have a background worker that looks for new relevant technologies from RSS feeds and GitHub, creates proposals automatically, and lets an admin classify them before they go live.

Please make it work as a Docker based setup with a reverse proxy, a backend API, a PostgreSQL database, and two separate frontends for the public site and the admin panel. I also want JWT based login for the admin side, basic health checks, and a clean setup that can run locally with clear env vars.
