Build me a full web app for managing a big network of POS terminals.

I want an admin dashboard where I can see which terminals are online or down in real time, add and edit terminals, bulk upload them from a CSV, and track replacements and distribution requests. Different people should see different things based on their role, like admin, regular user, district user, or read only dashboard access. Admins should be able to approve new users, manage everything, and see an audit trail of actions.

The app should also have reporting pages with uptime and downtime summaries, district level stats, trend charts, and export options like CSV and PNG. I also want a separate transaction reporting service that can process settlement files and generate PDF reports with charts and merchant breakdowns.
