Build me a website that lets my community help manage a large online directory. The project is called FMHY, and it's a huge, curated wiki of links to free stuff on the internet. I want to build the tool that allows people to contribute changes and additions.

The site should let a user propose a new link or suggest an edit. It's important that they can search the existing list first to avoid submitting duplicates. All of these suggestions should go into a backend queue where I can review them. I'll need a way to approve or reject the submissions. When I approve a change, it should automatically update the data for the main FMHY website and its backups.
