Reverse engineered prompt

Build me a CSS first, native, zero build styling framework for web designers, something like a modern successor to Foundation for Sites.

I want one main stylesheet that I can link directly in plain HTML, with a clean reset, base styles, shared design tokens for type and spacing, named layout patterns, a few reusable recipes, useful components, and small utility helpers. It should feel readable in markup, not like utility soup, and it should use modern browser features like container queries, cascade layers, native nesting, dialog, popover, and scroll snap with sensible fallbacks when needed.

Make accessibility a priority, especially focus states and ARIA behavior. Include a couple of example themes, working docs, and a simple way to browse all the components and layouts in the browser. If it helps, look up current docs online for any browser support details or standards that matter.

I also want the project set up so the source can be used directly without a build step, while still allowing the stylesheet to be built and minified for release.
