Build me a browser based app for recognizing Filipino Sign Language gestures from a phone or laptop camera.

I want it to use live hand tracking, show simple AR style feedback on top of the camera view, and confirm signs from a limited FSL vocabulary. When a sign is recognized, it should add it into a sentence area automatically, clean up the text a little for Filipino or English, and let the user hear it spoken out loud in either language. If possible, include an option to speak each confirmed sign automatically.

Make it work well on mobile, with a button to switch between front and back camera, and keep the layout simple and responsive. It should be a static site that can run on GitHub Pages, with a manifest and service worker so it feels like a small PWA. Use current browser docs or online references if needed, and keep in mind this is only a prototype, not a full translator.
