Build me a Python command line tool that checks cloud storage for bad security settings, with real AWS S3 scanning first. It should automatically use my AWS credentials if they are available, or fall back to a simulated mode if not, so I can still test the app without access to cloud accounts.

I want it to look for things like public access being allowed, missing encryption, versioning status, logging, bucket policies that open access to everyone, and bucket ACLs that expose data. Please make the output readable in plain text, JSON, and a simple HTML report. It should let me filter by severity, target specific buckets, and return a useful exit code when findings are present.

Keep Azure Blob and GCP Storage in the project too, even if they only work in simulated mode for now, so the structure is ready for later. Also add tests and a clean setup so I can run it locally from the terminal.
