Build me a Rainmeter skin for Windows that has two parts, a compact system dashboard and a separate Hindu Panchang panel.

The dashboard should show network upload and download speed, total sent and received data, CPU usage for four cores, RAM and swap usage, and disk usage for C and D drives. It should have simple bars and tiny history graphs, and clicking a drive label should open that drive in Explorer. Middle click should refresh the skin.

The Panchang panel should work fully offline, show the current time, date, weekday, moon phase, tithi, end time, paksha, lunar month, ritu, and samvatsara, and warn clearly when the data is stale. I also want a settings panel to pick country, city, timezone, and lunar month style, plus a shared color picker for the main text and bar colors. Keep everything local, bundle the fonts, and make sure the Panchang data can be generated and refreshed from the skin folder without needing any online service.
