Build me a safe Python command line tool that helps me organize files into folders without risking accidental moves.

I want it to take either a list of files or a source folder, then make a clear preview of where each file would go based on things like file extension and simple filename or path rules. By default it should only show the plan, and it should only actually move files when I pass an explicit apply option. It should also be able to create missing target folders, but refuse to overwrite files or resolve destination conflicts by guessing. If possible, let it inspect document contents too when I ask for that.

Please make the output readable for normal users, with helpful errors and a clean plan preview. I’d like it to work as a proper CLI first, with tests included, and use modern Python project tooling. If you need to check current docs for anything, go ahead and look them up online.
