Build me a chatbot web app for VJTI that can answer questions from institute PDFs, like admissions, departments, courses, intake, facilities, academics, rankings, and general info.

I want users to type a question in a simple chat screen and get a helpful answer based on the uploaded documents, with the relevant source shown under each response. Please make it work with a React frontend and a Python backend, and use a document search flow so it finds the best matching PDF chunks before sending the context to the language model. If needed, use current docs online to set up the latest versions correctly.

Also include a way to load the PDFs into a vector index first, then start the backend API and connect the frontend to it. Keep the UI clean and easy to use, like a basic assistant chat, and make sure the project is runnable locally end to end.
