Build me a local first AI second brain app for developers.

I want to save notes, links, PDFs, GitHub issues, and random snippets of text, then search them later with both normal search and smarter meaning based search. It should also be able to answer questions from my saved knowledge and show where the answers came from. Keep everything private and running on my own machine, with no cloud dependency.

I’d like three ways to use it, a simple web app, a command line tool, and a REST API. The app should support adding new entries, listing them, tagging them, reprocessing them if needed, and importing content from text, URLs, and files. Make the experience feel polished and easy to set up locally, with sensible defaults, a clean interface, and a way to run the whole thing with Docker.
