Build me a self hosted all in one Git service that feels like an easy to run alternative to GitHub or GitLab. I want people to be able to create repositories, browse code in the browser, open pull requests for code review, track issues, use project boards, keep a wiki, and collaborate in teams and organizations. It should also support package hosting and built in CI and CD so a team can run workflows, ideally reusing GitHub Actions style workflows where that makes sense.

Please make it feel painless to set up on my own server, with a simple web interface, sensible defaults, and clear admin controls for configuration. It should be something I can run from source for local development and also deploy in a container for real use. Include basic docs so I know how to start the server, sign in as an admin, and configure the instance through the admin panel or a config file if needed.
