Build me a PHP web app that creates IPTV style playlists for live TV, movies, and TV series, with both Xtream Codes and M3U support.

I want it to look like a mock IPTV provider, so when someone opens it in an app like Tivimate or iMPlayer they can browse channels, movies, and series with posters, descriptions, categories, and guide info where available. It should be able to pull metadata from TMDB, and try to find playable streams from sources like Real Debrid, Premiumize, and other direct sources, then cache the links so playback is faster next time.

Also make sure there is a simple config file for API keys and source settings, plus pages for generating the playlists, playing videos, and serving XMLTV or EPG data. If some parts need current docs or compatibility checks, look them up online. Keep it lightweight enough to run locally or on basic hosting.
