Build me a cloud native container registry called Harbor that can store container images and Helm charts, with a simple web portal and a REST API.

I want users to be able to create projects, upload and browse repositories, search tags, and manage access with role based permissions. Add basic sign in, support for external login if it fits, and make sure every important action is logged so admins can audit what happened.
