Build me a fast Go code checker that I can run in my project to catch common mistakes before I commit.

I want it to scan Go files, run lots of linters in parallel, use caching so repeated runs are quick, and support a simple YAML config file so I can turn checks on and off. It should work nicely in the terminal and be easy to plug into CI, plus it should be friendly enough for IDE use if possible. Keep the setup simple, and make the default experience useful right away without a ton of config.
