Build me a self hosted notification server like Gotify, with a clean web UI and real time message delivery.

I want a small server where other apps can send messages through a REST API, and connected clients can receive them instantly over WebSocket. It should let me manage users, clients, and applications from the web interface, and have the basics needed for a simple but polished admin experience. If it makes sense, include support for plugins too, and make the whole thing easy to run locally or in Docker.
