Reverse engineered prompt

Build me a huge procedurally generated city I can drive and fly around in the browser, with a cinematic feel and lots of traffic, buildings, bridges, trains, weather, day and night, and glowing lights. I want it to feel like a futuristic Tokyo style metropolis, with a few other city styles I can switch between, and every run should be based on a seed so the city can be recreated.

It should run fast in WebGPU with no extra libraries, and include things like cars, buses, trucks, trains, helicopters, pedestrians, shadows, clouds, rain, puddles, and interior lit windows. Let me switch vehicles, change time and weather, and cycle cameras. If I stop driving, the vehicle should keep moving on its own for a more cinematic demo feel.

Make it easy to run locally, test, and build for the web, and if you need to check current WebGPU or browser docs online, go ahead.
