Build me a Claude Code and Claude Cowork plugin that takes a legal question and turns it into a finished .docx memo in one run.

I want it to guide me through intake, do the research in parallel, check whether the law is still current, draft the memo in a clear IRAC style, stress test it with reviewer checks, then export a polished Word document. It should handle multiple jurisdictions without assuming one upfront, and it should work well for EU privacy, US privacy and sector rules, and UK consumer and cross border issues.

Please make sure it saves a full audit trail, source pack, draft versions, and clear status updates so I can see what happened. If the Word export is not available, it should still give me a usable markdown memo instead of failing. Use current docs online if you need to. I want the whole thing to feel reliable, careful, and honest about confidence, with citations and quoted sources that can be verified later.
