Build me a local code intelligence tool for AI coding agents that can scan a whole repository fast and remember what it finds in a persistent knowledge graph.

I want it to index functions, classes, call chains, HTTP routes, and links between services, then answer questions like where something is used, what would break if I change it, and what dead code looks like. It should work entirely on my machine, with no hosted service or API key, and it should support a lot of languages, including common ones like Python, JavaScript, TypeScript, Go, Rust, Java, C, C++, and PHP.
