Build me a flood intelligence app that monitors real time flood conditions and helps people understand risk fast.

I want a clean dashboard that pulls live data from USGS and NOAA, shows watershed status, flood alerts, and risk scores, and uses AI to explain what is happening in simple language. It should have a few cooperating agents that handle things like collecting data, assessing risk, predicting what might happen next, and suggesting response actions. If possible, let it work with NVIDIA models and also support the optional H2O.ai features when credentials are available, but it should still run with just the main NVIDIA key.

Make it easy to start from the notebook in this repo, then launch the app with Docker and open it in a browser. I want the interface to feel like a real emergency monitoring tool, with live updates, alerts, trends, and clear status for each agent.
