Build me a personal dotfiles setup for my Linux and Windows machines, with one main shell startup file that ties everything together and can be linked to my bash profile, bashrc, and profile. I want it to manage my aliases, prompt, completions, PATH, and environment variables in a clean modular way so I can turn tool specific configs on and off easily.

Please include support for common dev tools like git, vim, tmux, python, node, rust, go, terraform, and a few utility scripts in a bin folder. Also add a simple way to choose which config files get linked on each machine, plus a default list of extra bin folders to add to PATH.
