Build me an offline first desktop app for Windows that helps me import bank statements and reconcile them into PostgreSQL.

It should feel like a retro terminal with an 8 bit style, but still be easy to use and accessible. I want to be able to set up local storage on first launch, import statement files from supported banks like SBI, ICICI, and IndusInd, and also handle unknown CSV or Excel files with a safe mapping flow. The app should detect files by their structure, support password protected statements, and never save those passwords.

Please include a local REST API and MCP endpoint on 127.0.0.1 with read only access, plus a simple way to generate an API key. It should also create a normalized transactions table, prevent duplicate imports, and keep everything transactional and safe. Add a diagnostics screen, verified backup tools, and a least privilege setup for PostgreSQL.
