Build me a drop in RCON tool for a SCUM dedicated server so I can control the server from any normal Source RCON client like rcon console or mcrcon, without needing an admin character in game.

I want it to work as a real Valve Source RCON server, with a password, port, and max connection limit, plus a simple setup that can be copied into the server folder and run without extra fuss. It should let me send admin commands from outside the game, and also from the in game admin chat using the same command names. Please include a few useful server admin commands, player lookup by SteamID, spawning and teleport style actions, and a way to tune weather and player survival settings while the server is running.

If it makes sense, include a small plugin or scripting system so I can add my own commands later, and make sure long responses are handled cleanly instead of getting cut off. Look up current docs online if you need to.
