Build me a Spigot plugin called FakePlayers for Minecraft servers.

It should make the server look like it has more players online in the server list without actually blocking real players. I want two modes, a simple mode that only fakes the player count, and an advanced mode that also shows fake player names and tablist entries when someone hovers over the server in the list. The fake amount and names should come from a config file, and the plugin should adjust automatically when real players join or leave so it feels natural.

Make it work on the Minecraft versions listed in the README, and keep in mind it depends on the TTA plugin. Please wire up the basic plugin setup, config handling, and whatever is needed so it actually works as a usable server plugin.
