Build me a secure web app for anonymous gender based violence reporting called SafeHer.

I want victims to be able to register, verify their identity when needed, submit reports, and see a list of their own cases with status updates. I also need police users to log in, view a dashboard with case stats, and review assigned cases. Admin users should be able to approve police officers and verify victim IDs.

Please make it feel like a real, usable product, with a clean modern UI and good form validation. Use the existing stack in the repo, and wire up the frontend and API so the main flows work end to end. Set up the database models, seed the default admin account, and make sure the app runs locally with Postgres and Redis through Docker.
