Build me a Python project that helps me turn my coding agent work into better skills for Claude Code, Codex, Cursor, and similar tools.

I want three main workflows. One should scan my past agent chats, notes, exports, and session history to find repeated things I keep doing and suggest which ones are worth turning into a skill. Another should take an installed or downloaded skill and tune it to my own tools, paths, habits, and wording so it feels natural for me. The last one should take a private personal skill and make it safe and useful to publish publicly by removing private details and making the examples portable.

Please include clear install instructions, simple usage examples, and a small website or docs site if that fits. Look up current docs online if you need to, and make sure the result works well as a practical agent skills toolkit rather than just a concept.
