Build me an Android app called V3SP3R that lets someone control a Flipper Zero by talking to it in plain English from their phone. The user should be able to connect to the Flipper over Bluetooth, add an OpenRouter API key, then use chat, voice, and photos to ask for things like checking battery, browsing files, managing IR and SubGHz captures, creating payloads, and launching Flipper apps.

Make it feel like an AI command center for Flipper Zero, not a normal remote control. Include a device manager, chat screen, settings, audit log, payload lab, resource browser, app browser, and a simple signal editor. AI actions need safety checks, low risk actions can run, risky file changes should ask for confirmation, and destructive or system path actions should be blocked unless the user explicitly unlocks them.

It should target Android 8 or newer, use Kotlin, and include optional Mentra smart glasses bridge support for hands free voice and camera input. Look up current docs online if you need to.
