Build me a video frame interpolation tool based on this RIFE project.

I want to be able to take either a video file or two images and generate smooth in between frames so the result looks like slow motion or higher frame rate video. It should have a simple command line workflow that can interpolate a video, interpolate a pair of images, and optionally save the output as video or numbered PNG frames. If needed, include a basic demo or example inputs so I can try it quickly.

Please make it easy to install and run, and keep the setup clear for someone who is not deep into machine learning. If there are pretrained model files needed, tell me exactly where they should go and make the app handle missing files gracefully. If you need to check current docs or dependencies online, go ahead and do that.
