Build me a Python Telegram bot that watches an SMS inbox from my IVASMS account and sends any new OTP or verification code straight to Telegram. It should check for new messages every couple of seconds, avoid sending duplicates, and format each alert nicely with the sender, country flag, service name if it can recognize it, and the extracted code. I also want admin only commands so I can add or remove chat IDs and see which chats are registered. Please include a simple start message with inline buttons, support sending alerts to more than one Telegram chat, and keep the bot running reliably with good error handling and logging.
