Build me a Python tool that helps automate my job applications in a safe, human in the loop way.

I want it to open a browser, let me log in to LinkedIn myself, then search LinkedIn Jobs using keywords and a location filter, and save the public job details it finds into a CSV file. For each job, it should look for any visible recruiter email on the public job page if one is available, then draft a professional application email, attach my local resume PDF, and send it through my Gmail account using OAuth.

Please make it support a dry run mode so I can test everything without actually sending mail. It should reuse the browser session when possible, keep the workflow simple, and only use publicly visible information. If you need to check current docs for Playwright or the Gmail API, go ahead and look them up online.
