Build me a simple API only salary management app for employees.

I want to be able to create, view, update, list, and delete employees, and each employee should have a full name, job title, country, and salary. Please make sure all of those fields are required, and salary cannot be negative.

I also want an endpoint that calculates salary after deductions for a single employee. Use 10 percent TDS for India, 12 percent for the United States, and no deduction for any other country.

Add a couple of metrics endpoints too, one that shows minimum, maximum, and average salary for employees in a country, and one that shows average salary for a job title. If there are no matching employees, return not found.

Use SQLite for persistence, keep the responses in JSON, and write tests for the main behavior so it is safe to change later. If you need to check current Rails or testing docs online, go ahead.
