Build me a polished little project called UI Skills for design engineers. I want it to work as both a simple website and a command line tool. The main idea is that people can discover practical UI skills, browse them by category, and open a specific skill to read it, while the CLI can start by routing an agent toward the right UI skill set for a task, show categories, list skills in a category, and fetch a skill by name.
Please make it feel clean, modern, and easy to use, with the skills content acting like the single source of truth for both the site and the CLI. The website should feel like a real public resource, not just a dev demo, with a nice landing page and clear skill pages. The CLI should be straightforward and friendly.
Also add enough setup and usage docs so someone can run it locally and understand the main commands quickly. If you need details, look up current docs online and make sensible choices.
