Build me a Windows first AI assistant called REGES, kind of like a local Jarvis.

I want a setup wizard that walks me through install location, vault location, model backend, keys, voice, appearance, budgets, and skills, and nothing should be saved until I finish the last step. After that, I want a simple app I can start from the command line, with commands like start, say a single request and exit, doctor to check the setup, budget to reset the token meter, and secrets to store keys.

The app should have a local web HUD I can open in the browser, with a live orb, status, token usage, and a command area that updates as the agent runs.
