Build me a self hosted VPN server with a simple admin website so I can manage users and devices without touching a bunch of config files.

I want it based on WireGuard, with a clean web UI for admins, support for logging in through SAML or OpenID Connect, and SCIM so user accounts can stay in sync. It should also let admins turn on packet logging so I can inspect basic TCP, UDP, and DNS traffic patterns when I need to troubleshoot.

Make it work well on a Linux server, especially Ubuntu 24.04, and make the setup straightforward enough that I can install it manually if I am not using a cloud marketplace image. If it helps, look up current docs online while you build it. Also include the ability to reset the admin password and expose the server through the usual VPN ports.
