Build me a Windows desktop AI assistant like a futuristic tactical HUD that sits on my PC and feels like a Jarvis style command layer.

I want to chat with it, get streamed AI responses, run terminal commands from inside the app, and use it for local file or coding tasks. It should work with Ollama locally, but leave room for a cloud option too. Include an AI council flow with a second personality called Ultron, and make the interface feel fast, dark, animated, and practical rather than like a normal chatbot.

Please add useful live HUD widgets like timers, stopwatch, status panels, and dynamic modules. The assistant should be able to ask for approval before doing higher trust actions like editing or deleting files or running risky commands.
