Build me a full stack web app for a governed national material registry for CPSEs.

It should let users upload or enter ERP material records, turn them into clean verified specifications, and compare them to decide whether items are IDENTICAL, EQUIVALENT, NOT_EQUIVALENT, or INSUFFICIENT_DATA. If there is not enough evidence, the app should say so clearly, and it should have an attribute veto so a single important mismatch can block a false match.

I want each approved specification to get one Common National Material Code, with a crosswalk showing every legacy CPSE code tied to it. Include a simple dashboard, API, and a clean web UI where someone can search materials, review match decisions, and see the reasoning behind them. Use synthetic data for everything.

Make it easy to run locally with Docker and Compose, and set it up so there’s a backend, frontend, database, and OpenAPI docs. If you need current library docs, look them up online first.
