Build me a Claude skill pack for stock trading that works from public data and keeps me in control at every step.

I want one set of skills that can copy a trusted investor from their 13F filing, watch the news and SEC filings for the stocks I hold, check Congress stock trade disclosures, size trades to my budget with a cash buffer, screen and analyze companies, track tax lots and wash sales, and rebalance a portfolio when it drifts. It should never place an order on its own, only prepare tickets and wait for my approval, with paper trading as the default.

Please make it easy to install in Claude Code or by copying the skill folders into a Claude skills directory. Use simple Python, no extra setup if possible, and have it read public sources like SEC EDGAR, House Clerk filings, and news feeds. Also include offline tests with fixtures so I can run the project locally and verify it works.
