Build me a zero config command line tool for TypeScript package development, kind of like a modern starter and build helper for library authors.
I want one command to create a new package, set up the right config files, and give me a clean starting project for either a basic TypeScript library or a React component library. Then I want simple commands for development, production builds, tests, linting, formatting, type checking, and initializing an existing project.
The build should output both ESM and CommonJS, plus TypeScript declaration files, and it should feel fast and modern.
