Build me a simple browser extension with a small popup that helps me learn a little Norwegian while I use it.

When I open it, it should show a friendly greeting based on my local time, like good morning, good afternoon, or good evening, with a nice emoji. I want a button that says Today is in English, or I dag er in Norwegian, and when I click it, it should reveal the current day of the week with a smooth fade in effect.

Please add a really simple language switch in the top right so I can toggle between English and Norwegian at any time, and all visible text should update when I switch. Keep the design clean and friendly, and make it work as a browser extension I can load into Chrome or Edge as an unpacked extension.
