Build me a Linux app that lets me use a video, a streaming link, or even a webpage as my desktop wallpaper.

I want it to feel simple and friendly, with a small tray app or window where I can pick media, start and stop playback, mute it, change volume, and have it launch automatically when I log in. It should work well on GNOME, including Wayland, and handle multiple monitors. If possible, pause or dim the wallpaper when a window is maximized or fullscreen, and let me apply a still frame as a normal wallpaper with a blur effect too.
