Build me a command line tool called Devbox that helps people create clean, isolated development shells on their machine.

I want to be able to initialize a project, add packages like Python or Go, and then open a shell where those tools are available without installing them system wide. The setup should be saved in a simple config file so the whole team can use the same environment later. It should also support running a single command inside that environment, and ideally be able to reuse the same definition for a local shell, a container setup, and other dev workflows.
