Build me a desktop app for managing AI coding assistant skills in one place.

I want to be able to store skills once, then sync them across tools like Claude Code, Codex, Opencode, Cursor, and other supported assistants using links so I don’t have to copy files around. The app should let me turn specific skills on or off for each tool, browse and install community skills from a marketplace, and share my own skills too. It should also support translating skill names, descriptions, and content into my language.

Please make it feel fast and polished, with a modern Raycast style interface, a command palette for quick actions, and both English and Chinese. It should work on macOS, Windows, and Linux, and handle first time setup by asking me where my skills folder should live and then detecting the installed tools automatically.
